COUNCIL AND PARLIAMENT REACH PROVISIONAL AGREEMENT ON THE DATA ACT
On 27 June, the Council and Parliament reached a provisional agreement on the Data Act. The regulation proposal aims to achieve fairness in data allocation, to foster opportunities for innovation and make data more accessible. The agreement focused on areas such as scope and data sharing. The colegislators must formally adopt the text prior to its publication in the official journal.
PARLIAMENT’S LIBE & IMCO RECEIVE BRIEFING ON FIRST AI ACT TRILOGUE MEETING
The LIBE and IMCO committees met on 28 June to hear from the co-rapporteurs on progress made during negotiations on the AI Act. Brando Benifei (S&D) noted that the first trilogue was held after the plenary vote due to time constraints. He went on to stress the importance of measures to prevent the creation of illegal content, and to recognise the prevalence of AI-generated content. Parliament’s concerns regarding the protection of EU citizens from mass surveillance were raised, along with bans on predictive police and biometric categorisation. The next trilogue meeting is scheduled for 18 July.
COMMISSION ADOPTS NEW RULES ON GDPR IN CROSS-BORDER CASES
On 4 July, the Commission published a proposal to ensure stronger enforcement of GDPR in cross-border cases. The proposal aims to facilitate cross-border procedures between data protection authorities (DPAs). Commissioner Reynders underlined the importance of quicker judgments in complex cases. He also explained that the proposal does not deal with reopening the debate on GPDR, nor did it change the one-stop shop mechanism. Instead, it focuses on greater cooperation between DPAs. It also includes harmonisation of rules on rights of complainants, the rights of parties under investigation, and streamlining cooperation and dispute resolution.
PARLIAMENT'S IMCO RECEIVES BRIEFING ON POLTICIAL ADVERTISING TRILOGUE
On June 28, the Parliament’s IMCO Committee heard an update on the ongoing negotiations on transparency and targeting of political advertising. The chair, Anna Cavazzini (Greens/EFA), underlined the progress made at a technical level. The Parliament tabled proposals such as the non-EU sponsor ban and the handling of personal data. The Council maintained its position on several political issues and underlined the need to consider the file in detail. Further technical meetings along with a trilogue session are planned under the Spanish Presidency.
